Little Changes That Make a Big Difference I have always thought that small, seemingly unimportant changes to laws can have very large effects that powerful people could not anticipate.
I really liked the movie "Amazing Grace", which is an adaptation of the story of the abolition of the British slave trade and one of its proponents, William Wilberforce. In the screenplay, a pivotal moment comes when a plan is hatched to make ships flying neutral flags liable to seizure by British privateers, a seemingly innocuous proposal that would decimate the vital shipping of slaves from Africa to the Americas. It was an example of a small matter that shook the very foundation of an entire industry, ridding the world of a very pernicious evil.

Here are my little changes that would shake up the world in a good way:
Make Schooling Non-Compulsory (Larger Impact: parents become responsible for their children) Quit trying to force "education" on people who don't really care about it or want it, they will find ways to thwart your efforts (oh, they already do).
